The Hong Kong Special Administrative Region's Legislative Council operates as a mini parliament with the power to pass and change statutes for the territory. After the transfer of sovereignty in 1997, a framework of "one country, two systems" was put in place, pledging that Hong Kong would retain a level of independence. In the years since, critics contend that civil liberties have been systematically curtailed.

In 2014, a proposal was put forward that would have allow residents to elect the head of government. Critically, this process was confined to contenders vetted by Beijing.

The Effect of the NSL
Passed in mid-2020, the NSL handed extensive authority to the mainland over Hong Kong's internal matters. Activities such as secession were outlawed. In the wake of this law, every major political group disbanded.
The Current Electoral Framework
